WhatsApp Business per-message pricing: what a small business actually pays in 2026 and how to keep it near zero

Since July 2025 Meta bills per message, not per conversation. Utility replies inside 24 hours are free; marketing costs about 80 paise a message. Here is how to structure your messaging so customers get answers and you get a tiny bill.

WhatsApp is the front desk of Indian small business, and Meta's pricing changes on 1 July 2025 made "WhatsApp Business API cost" a permanent top search. The short version: if you use the free WhatsApp Business app, nothing changed. If you use the API through a provider (Interakt, Wati, AiSensy, Gupshup, Zoho…), you now pay per message delivered, by category.

Prices are set by Meta and vary slightly by provider mark-up; volume tiers reduce them. GST at 18% applies.

Where the money leaks

  1. Templates mis-categorised as marketing. "Your order is ready — also check our new arrivals!" is marketing, at 8× the utility price. Keep utility templates purely transactional.
  2. Sending utility messages outside the 24-hour window. A "payment received" message 26 hours after the customer last wrote to you is billed; the same message at hour 23 is free. Reply promptly.
  3. Blast campaigns to cold lists. 5,000 marketing messages ≈ ₹4,400. Fine if it converts; expensive if it's a weekly habit. Meta also throttles marketing to users who ignore messages.
  4. Provider platform fees on top of Meta's rates — ₹1,000–5,000/month is typical. Compare before renewing.

How to run near-zero WhatsApp costs

Every conversation the customer starts opens a free 24-hour window. Put a wa.me link with a pre-filled message on your website, Instagram bio, packaging and counter. Generate one with the WhatsApp direct chat tool — customers don't need to save your number.

Answer within the window

Set expectations ("we reply within 2 hours, 10am–8pm") and use quick replies. Every reply inside the window is free.

Send invoices and receipts as PDFs in the same window

When a customer orders on chat, send the payment receipt or invoice PDF in that conversation. Free, and it reads as service.

Ask for reviews inside the window

A review request right after a purchase is a service message. The Google review request builder writes a polite one with your review link.

Keep marketing to opted-in, engaged customers

Segment by last purchase (30/90 days). A marketing message to someone who bought last week converts 5–10×; to a 6-month-old lead it mostly gets you blocked. DPDP also requires explicit opt-in for marketing — see the DPDP checklist.

Use broadcast lists in the free app for micro-lists

The free WhatsApp Business app allows broadcast lists of 256 saved contacts who have your number saved. For a neighbourhood store, that covers the regulars at zero cost.

Are replies to customers really free on the API?

Yes — any message you send within 24 hours of the customer's last message is a free service message, regardless of content, except template messages categorised as marketing.

Can I send a promo as a "utility" template to save money?

Meta reviews templates and reclassifies them; repeated misuse gets templates rejected and can get the number restricted.

Does the free app have any per-message charge?

No. It is free to use; you pay only for your data plan.

How much does a green tick cost?

Meta Verified for Business is a paid subscription (from roughly ₹600–1,000/month); the legacy Official Business Account badge is free but granted selectively to notable brands.
